Evo 8 Passenger Tail Light Short

I have been trying to chase down an electrical issue with the passenger side tail lights. The brake light works fine, but the running lights do not turn on. Fuse #20 under the hood (7.5a) keeps blowing, so there must be a short somewhere.

Things I have tried so far:
- check bulbs
- followed the power wire for the running lights (green and white) for any obvious breaks.
- bypassed the white connectors under both the passenger and driver side kick panels, cut and soldered around the connectors. I read a lot of people had problems with these connections being corroded, mine did not look bad at all.
- checked wires under center console, by cigarette lighter and behind radio.

I do not see any obvious issues and I am at a loss trying to chase it down.

2004 RS

Any recommendations/ help would be much appreciated.

Update: I realized the passenger side front side marker light was also out and is controlled by the same circuit as the passenger side tail lights (fuse #20).

I disconnected the headlight, put a fresh fuse in and it did not pop. Also the passenger side tail lights are now working! So I have at least narrowed it down to the headlight being the culprit. The previous owner installed JDM Evo 9 MR headlights. Going to dig into the headlight to find what is causing the short. Anyone else had to deal with this? Not sure if the forums are dead nowadays.

I will continue to post updates incase someone else runs across this same issue and cannot find a clear solution like myself.
