I don't post to often but I have been around for two years with my EVO.
I use a Hallman MBC and I know that the boost is higher in the higher gears. My question should I adjust the MBC for the lower gears at 21PSI or the higher gears where it tops at about 23PSI. Thanks in advance.

adjust it at 3rd gear a good long gear atleast that is how AL did mine. it drops to 19 in 3rd but holds 20 good in 4 and 5 close to redline. i wouldnt go 23 without race gas or some fuel upgrades but some have

 

agreed, don't adjust by 1st or 2nd gear pulls...it'll always increase with a higher load.

 

Adjust it in 3rd or 4th gear. Take caution in 5th gear because it will spike higher than you set it.
