The reason is a flap in the metal tube which goes between the air intake and turbo
You can either remove that flap - OR get a Buschru intake for 1./3 the price
Either way - it will need to be tuned
PS - I have tunes that work fine with the metal flap in place if you want one

I agree with what Al said, the K&N typhoon has gotten the reputation for sucking even with a tune. There are numerous other vendors besides Buschur's intake, but i myself run Buschur's.

The K&N Typhoon is the absolute worst possible induction kit that you can have on your Evo. There are hundreds of posts and countless threads on this forum with respect to this fact. It will, as you yourself have experienced, make your car run horrible, lousy and worse.
I haven't tried the Buschur Racing intake personally, but that is the one I would buy if I were in the market for a new intake. It uses a washable and reoilable cone filter and bolts directly to your MAF w/o the need of an adapter. It retains the factory convoluted rubber MAF hose which is essential for smooth idling and good low speed drivability. Also, most importantly, it is dyno proven to add a few horsepower, and it is relatively inexpensive as well.

forreal man, why are you worried about sound when your engine in your 30 thousand dollar car is at risk???
i dont care about the sound
i didn't buy the typhoon for the sound
but when the filter was on he made a cool sound
today i ripped it of and put the stock filter back on
i will keep it this way im considering a drop in filter
but NEVER AGAIN K&N
