Best and cheapest don't mix.
For a good performing stroker just go with an assembled stroker shortblock from ams or buschur.
If you have the time, money and ability you can piece it yourself, good luck.

I wouldnt worry about the "kit" so much as I would whose doing the actual engine building. Obviously you want some nice pistons/rods but pretty much all aftermarket ones by Eagle, Pauter, Ross, Weisco, JE, etc all have good reputations. Its whose building it that will really decide the most about it. I reccomend AMS, Buschur, or Jackson Auto Machine.
