performance problems

I recently just had my turbo rebuilt due to some problems the previous owner caused and now my car is acting very odd at full boost (21 psi). its hard to explain what it is doing but its kinda feels like im stepping on and off the gas really quickly. and from what i can tell the boost holds still. and it only does it at full boost. ive never had this problem berore or heard of it. any help would be much appreciated.

You wont smell your clutch if its slipping. Mine was slipping for 6 weeks and I just got a new one put in today. I never once smelled it. :-/

Also, your clutch at first may not slip in higher gears. Mine started slipping in only 2nd and a little in 3rd. Then it gradually started doing it in 4th and 5th.

Then over time, it massively began slipping.

i think my car is tuned because it has a rev limiter but i cant be sure because i bought it used. and haven't ever changed out the spark plugs.
I do hear sputtering though or like a really fast exhaust popping noise.
Also my car only has 40,000 miles on it and i have never burnt the clutch on it since ive had it but i dont know how long clutches last. but it doesn't seem like that.
