boost problems

hi i have an 05 mr and been have some boost problems. I bought the car and i was only getting 5 to 6 pounds of boost. It had a forge wastegate so i replaced it with an oem and got up to 10 to 11 pounds. I have changed all the hoses to silicone and still didnt get back the stock 17 pounds. It also have a bigger intercooler i am thinking maybe thats a reason why. Does anyone have any ideas please help. Any suggestions would help out alot thanks.
