throttle body vacuum ports

Took my 03 EVO to the dyno yesterday @ 3SX. The tech there noticed one of the vacuum hoses was disconnected. Easy fix, reconnect the hose. Later in the day I decided to zip tie the vacuum hose to make sure it doesn't come off again.

I see three vacuum ports labeled P, E, and A. Port P is completely empty, no barb to connect a vacuum hose. Is this normal? Please see attached photo.

Although I love when threads are brought back from the dead i have a couple of questions, I recently bought a TB from a member of the site and the vacuum barbs were welded shut.

1.) Is there any gain from welding these barbs shut?
2.) what should I do with the vacuum lines that should be attached to these barbs?

I'm also experiencing a high idle which I assume is because these vacuum lines are not connected

It's normal, high idle usually is a vacuum leak, just slip em' back on and like you said throw a few zip ties on there, good to roll.

I wish I could but the barbs are literally cut off and welded shut, could I cap both lines?

You will have to disable your egr since you no longer have a vacuum source. Higher idle, you may need to have your BISS screw adjusted.
