Cam install problem on my new stroker

Cam install problem on my new stroker

For the past few days I have been trying to get my cams working properly on my EVO 8. I had the motor built/stroked and assembled. We installed the head and all the accessories with a new timing belt, etc. The problem has happened when I installed a set of new JUN 272's. I used several write ups and watched the video too. Everything went fine except for when I turned the crank to make sure everything rotated peoperly and didn't bind. Well, it would turn 1/4 turn and stop. I actually tried pretty hard to turn it further, but it wouldn't so I stopped as not to force it. I know that everything is still in time. I checked it all and rechecked it again. Thinking maybe it was the cams, I removed them and installed the stock ones. Same exact problem! I decided to take out the rockers and see if the cams turned smoothly and they did. What do I do? Should the dual valve springs be that stiff that it feels like the cams are binding? I don't know what to do next. What could be the problem? Thanks.

Was the crank/block clearance OK? Some blocks need to be notched a little bit to clear the crank counterbalance. Did the crank spin fine before you put the head on?

Everything spins fine with the rockers removed. It's with them installed that I get the binding.

I figured it out. I guess I was not turning everything hard enough against the dual valve springs.
