Help!wont hit 1 PSI of boost

Ok heres the story.

EVO IX MR 49,XXX miles
just bolt on upgrades, exhuast, intake, boost controller, and a tune. Factory turbo and BOV

took the car for a car wash, after car wash a code poped up"PO132" i think. It was to much voltage on the 02 sensor or something. ran the car for about 10 min after the car wash. and then bam there was sputtering when i got on the turbo.
Went to first gear from a stop and it wouldnt even hit 1 pound of boost. it just kept studdering.

We replaced the front 02 sensor and gapped the plugs again, and got new plugs.
AFRS are fine at idle, and it goes really rich when i try to get to boost. Wont spool the turbo at all.

All the fusses are good, the MAF is good and all the hoses are fine. The pipes are all tight and there should be no boost leaks.

ANY IDEAS? on the issue?

Could the turbo or any other related parts be bad? Wastegate,BOV?
Thanks

Follow your vacuum lines going from the intake manifold to the boost controller, bov, etc.

I had a similar problem, absolutely no control over boost.

My vac line coming off the intake manifold had torn, venting the air into the atmosphere.

P.S. just because all the charge piping is tight, doesnt mean that their aren't leaks! The gasket coming off the compressor side blew out on my car as well!

I can accelarate slowely when the bosst is in vaccum state... soon as i hit 0 or 1 pound of boost it sputters and gets really rich on fuel...

I can use every gear and hit 8,000 RPMs as long as i accelarate slowely and never hit boost....
Its like the car is only NA now...

All the intercooler piping is fine

when this happened to me, it was because of bad plugs...can't think of what else is causing this.

Do it anyways. I wouldn't be suprised if you had a leak. There is just too much piping and joints for it to not leak.

The plugs were replaced and gapped right and it still did this.
