The factory EVO9 comp housing is actually a TD07 scroll.
I've yet to see anyone send any data verifying true surge on a Red, or seen it here, they were designed to presurge and not hit true surge. Presurge is fairly harmless, true surge is not. If this phenomena you call 'surge' is happening at part throttle, it isn't surge OR presurge, its pressure differential across the throttle body caused by a variety of things and resulting in your BOV flutter or bucking.
Surge ported covers have extra inlet area available to them, if they are utilized correctly they increase flow. Thus the 'flow enhancement port' terminology.

What led you to that conclusion?None of these stock frame turbos(red,Green,bbk,arms etc) are laggier then the next.They all spool a few hundred rpm from each other.which you wont even be able to tell.even the new 80mm red i drove one spools exactly same it just hits harder and pulls stronger.
