weird noise at 4500 rpm

Im not sure if it is the drivetrain or if it is the engine making this weird noise. Everytime I hit 4000-5000 rpm in 2nd and 3rd gear(havent tried the others) the car makes a really weird sound. The car doesnt vibrate or anything but it just makes a weird sound. Its kind of hard to describe because i have never heard it before. It kind of sounds like a really high pitched exhaust leak or a really long buzzing sound. The car doesnt slow down or show any performance difference. Im pretty sure its not the turbo because it was making the noise in vacuum.

It only last for a short range and then disappears. Once i pass 5000 rpm it goes away but if i keep my rpm right at 4500 it will stay there til i let off or give it more gas. I dont have a camera so I cant record the sound but if you guys have any ideas it would be appreciated. Thanks

O and some recent things Ive done to the car.

Timing belt
Turbo hotside install
Radiator install

it sounds exactly like that.

I dont understand how the balance shaft could be out of phase it was lined up perfectly and my timing hasnt skipped any teeth.

Well I doubt this was actually the reason for the noise or maybe it was Im not sure, but i had forgot to put the wastegate arm onto the turbo so the wastegate was stuck open and after I put that on I can boost all the way to redline without any noise or maybe it just climbs up the revs so fast I cant hear it I really dont know.
