does it like gradually rev when at a stop light or standstill then bottom out? Or are you saying the idle changes and can get consistently low at points but stays low?

Are you turning the steering wheel when the idle drops? Because that is normal.

Seems like my car does this every time I disconnect the battery/reset it. You come to a stop, and the rpms dip and raise.

IAC valve on the throttle body can cause this as well. My car would fluctuate and stall out.

You can check this by removing it from the throttle body, 3 or 4 screws.

With it removed from the throttlebody while it is hooked up, have someone turn the key to on, but do not start the car. The valve should open up, if it does not, time to replace. This valve is used to modulate throttle while in idle.
