When I start the car and it begins to crank over I hear a loud whine, sounds kinda like a belt whine?

If the whine goes away after the car has started and you have released the key to the run position it most likely is the starter. If it whines after you let go of the key and have to physically pull back on the key to get it to stop whining, it is the ign. switch.

 

cool its only while key is turned!
now I need to find a starter!
