changed bov, gettin less boost now

hey all,
i need ur take on this, i'm runnin 22psi via a greddy profec b and a forge actuator with the red spring. i was using an evo9 bov. i was hearin alot of pressure comin from the bov side of the engine. so i changed it to the forge diverter with the blue spring installed. the boost dropped to 19psi, but the car felt, if anything a lil more responsive. so i turned back up the boost. then i found that the bov was openin a lil to much so i switched to the red spring. everything is good, the car feels great but i lost the boost again! did i have a leak then or now? this confuses me. what u guys think?

Check the seal on the flange. If bov is opening to early tight the bolt on the top
