It was not stated but the problem was

1- the starter was bad. Was able to read out the starter to figure it out.
2- the ignition switch was bypassed while troubleshooting and forgot to put it back.
3- Faulty Ground Wire to the starter which could have caused the whole issue to start.

Any update on this? I'm having similar problem:

I tried to start the car in this morning - first attempt, click click click and no start!! Second attempt, a couple slow turn-overs, then it fired up. However, when the key is in the "ON", I was able to turn on the head light and all electrical things came on. So, that put me in doubt about having a bad battery. Having a weak battery, if it could supply enough power to turn on all the electrical, including the HID and fog light, in the car, that battery should have enough power to start the car, right???

Sounds like your electrical system, most likely your battery. Your starter requires more power than your HID's.

Reviving this thread. Went out for the farmer's market this morning with the wife and kids. Was there for about an hour and a half, and when I came back out, it wouldn't crank. Never had anything like this happen before. Its nothing with the motor - it runs fine with a bump start. Things I've now tried:

1) When I turn the key, do hear what I think is the starter solenoid trying to do something.
2) Jump starting didn't work. Battery is 100%.
3) I jumpered what I think is the starter kill relay for the Viper alarm. No start (several tries).
4) I pull the starting figuring its toast, and when I jump it on the car battery, to my surprise the gear slides foward and turns like it should. I tried several times, and it worked as it should every time.

I slap the starter back in there, turn the key, and nothing but possibly the solenoid sound. I try again, and bam, the starter cranks, and it fires right. I kill the motor, try again, and nothing. A couple more tires, and bam, it fires up again.

Is the starter toast? Something I'm missing? Maybe the Mitsu starter relay goint **** up?

I have the same problem. It's random. I think it has to do with the small wire that connects to the starter. When it happens I go wiggle this wire and then the car starts up fine. I need to test my theory that if this wire is disconnected the car won't start.

if that wire is disconnected the car will not start,

you have a loose connection

This is a common problem on older Evos. I am not sure exactly what component causes it but the end result is that not enough voltage reaches to the starter to engage it. If you wire a relay in so the key switch triggers the relay to send battery voltage to the starter it eliminates the problem.

Similar to what you would do with a fuel pump rewire mod.

Thanks for the info. I did clean off the contact on the solenoid wire. Is it possible to reach that wire from above rather than below the engine?

Make double sure all your battery connections are clean and then work your way down the power and ground wires making sure there is no corrosion ant any of the connections.

Battery connection is squeaky clean. There was a bit of oil build up on the relay wire at the starter. Guess I'll have to check everything in between tomorrow. (I am 5 for 5 on attempted starts right now though, and I've not replaced anything. Just remove and reinstall.)

I am having a similar issue. Could it possibly be the ignition switch? I have small battery and was thinking the same thing that it wasnt enough to crank the car. I attempted to jump the car and same issue. I do have a remote start installed. I did noticed the wires going to the ignition switch have a lot of tension on them. I think they did this when they installed the remote start. Im at a dead in here. Its a real pain because you have no idea if the car will start. Its a hit or miss.
