Question needing reasons why

p0172, i know my system is running rich as all could be, so if you guys could shoot me reasons why my system could be running to rich, i wonder if my front oxygen sensor had anything to do with it, i had to replace it a week ago??? anyways all your imput is much apreciated. in addition i run 60/40 meth water, just wondering if that might have anything to do with it aswell

kelford 272, fp black, behive valve springs and retainers, im thinking it has to be an electrical issue, i replace the stock o2 sensor with a denso replacement and with a road tune the sensor was reading rich again p0172. My tuner showed me on his laptop that my o2 sensor was just going crazy, now for WOT it wasn't an issue but daily cruising was a problem, like if i put it it neutral the o2 sensor would just keep allowing fuel to be dumped in causing a super rich reading on my afr. I just want to fix the problem.
