OK to answer a few questions :

(1) What turbos have I had on my car : stock 9, used BBK Full, and rebuilt / converted HTA Green. I have also driven a track car with a 35R variant. The HTA Full is awesome - power is always on hand. Frankly I know my setup is still not ideal for the turbo and I should get cams.

(2) Redline on my car - currently set to 79XX (basically 8k) , but I never really take it beyond 7500...

(3) Surge - Absolutely NO SURGE. I have tested the car in 6th gear, going up a hill, WOT from 2,000 rpms....Yes I do have the 84mm cover.

(4) Pump - I am happy to disable the Meth/Water injection and tell you what the HTA Green can do on 91. I am guessing that it will be somewhere around 75+ whp over the stock 9 turbo. That said, I personally believe the larger turbos really shine with more boost and better fuel than 91.

(5) Headstuds - still 100% stock...I don't believe there is any reason to put aftermarket studs in until I do the cams.

(6) DV - I am currently running a Forge unit, although I am considering other options.

(7) Clutch - ACT HD

(8) WGA - stock

Again, the team at FP are amazing. They are always there to help and answer questions, give recommendations on different setups, etc. If you have any questions, just call them...

I pressure pressure tested it as well thats why I didnt go any further. But with the HTA Green i didnt pressure test it yet but I did crush it a little more just a couple mm from the nipple touching the bottom base. Yes I know it probably still leaks at 30 psi but I need to get a clutch and cant afford to upgrade the bov right now. But I'm mentioning this just to let you know that even with current condition it doesnt surge or have flutter.

Full spool of 31 psi on my car with stock internals and conservative tune is exactly at 4k rpms in 3rd gear. As I go up in the gears (load increases), hitting full boost becomes even sooner. I'm running FP 25 psi wga and Hallman MBC RX Pro.
What boost can yours hold at 7500 rpm?

I believe its 28 psi with the stock diverter valve. Well thats what I glanced at around 7k. I'll have to double check when I get a chance on what it is exactly at 7.5k rpms.

I am currently at 27 psi @ 7500 according to my Zeitronix and OmniPower MAP sensors...I believe I could run even more boost if I was running better fuel.

You could clearly be close to 500 whp (55 lb/min flow) on e85 and all the right mods - great FMIC, cams, etc...The powerband would be very broad too which makes for a very fun and fast car .

You think it could make 400wtq at 7500rpm on e85(stock cams/block)?

Why are you concerned with torque at 7500 rpm?

Because I want to hit and hold ~400wtq all the way to ~7500. Don't want much more because I'd like the stock block to remain a rotating assembly.

^^ NO ...do you know the hp formula ??? 400 wtq @ 7500 RPM = ~570 whp....If you are looking for a 600 whp turbo, you should consider the FP Black or one of FP's 35R HTA variants...
