no CEL light?

not to complain about something but I'm a little concerned...

I installed a testpipe a few days ago and still have not gotten a CEL light... does this ever happen? Or is my CEL light broken...?

You have to meet the test criteria. For the rear O2 it is something like X miles at steady speed. Depending on your driving it could be days or months.

The CEL should illuminate everytime you start the car. If it doesn't the bulb is out.

How long have you owned the car? Maybe the rear o2 was disabled?

Service engine soon every time you start the car up? One thing you can count on when buying a used "stock" EVO is that it wasn't always stock". Good luck, sorry I am of no help.
