E85+Stock Turbo OR Pump Gas+FP Green?
Stock Turbo and E85 is win for sure. My car on 32psi is making awesome power. I am not staring to consider pulling the block and doing a build before I window it.
I would recommend you go with the FP Anti Surge Cover, it just makes the 9 turbo sound so freeking cool. It is only 200 bucks, but worth every penny.

Get a IX Turbo and a good set of cams and you're basically a IX.
After going from stock turbo to hta green (pump gas) I miss the response of the stocker. Didn't end up picking up enough peak hp to justify the extra lag. I'm used to the lag now and the car pulls great but I bet a 9 turbo on E (properly set up...right cams, enough fuel, head studs to run higher boost, etc) would creep away. If u dont feel good about running the extra boost on a stock motor, the green will get you the extra power without having to turn it way up...that was my rationale for going green. And there's tons of potential in that turbo. But holy crap a 400whp stock turbo is probably the most fun ever...

That's the thing...coming from an 8, if ur gonna spend money on a turbo u wanna make it worth it. 8 to 9 turbo is an ok gain, but the Evo 9s themselves historically make more power than 8s (up to a certain point), so the numbers they put out on their stock turbo are sort of deceiving to us. If you can find a good deal on one tho, they are a great investment...lots of options. I picked one up for $400, spent about 1300 to have it converted to hta green (including porting, wga, 80mm cover, hardware)...so I ended up a little ahead.
I kinda made it sound like the green was a mistake...it wasn't. Not sure why but I thought u were on a 9 turbo, wasn't paying attention i guess. 8 turbo is fun but its tougher to get it to 400whp...
