Ultimately, I had to get a new seal to fix mine... What i mean by push it down is. Do no force the grommet onto the pump.

Thanks for the reply, I don't have a gauge, if I pull the return line at the rail it's dry. I took the black plug with the single ground wire out is there an o-ring that sits in that section? It might have fallen out, and I didn't know one belonged there. I really hope that's my problem. I thought the only seal was at the top of the pump.

Yes, just disconnect the small hose feeding back into the fuel pump module, and crank it.

I have had this happen several times to my Evo, as well as many cars when working as a GM technician.

Just to make sure, you have to seat the rubber grommet onto that connector and then insert back to the pump housing. You cannot leave the rubber grommet in the pump housing and then insert the connector. Again, this is not part of the actual pump and I think it is part of the clip at the bottom right of the pic.

Success. The rubber o ring must have fallen out of the ground connector at the bottom of the pump, and I didnt realize it. Thanks to everyone who helped me.

That clip right below my thumb in the pic. I am not sure what the sensor does, but if removed you must make sure the rubber grommet is put onto the sensor first before reinserting. If this doesn't seal you can get fuel pressure, which was the OPS issue.

it needs to be "primed". put a couple gallons of gas in the car if its empty or near empty. may as well fill it;
