problems with oem valve stem seals

i have gsc beehive springs and supertech valve guides. i purchased new oem valve stem seals. problem is the seals arent sealing, they keep popping off and i even hammered them down with the tool. anybody else had this issue? the supertech valve guides look tapered vs the oem valve guides. should i purchase supertech valve stem seals? ive even tried the gsc seals but the diameter is to small. so confused

Some springs hit the seals and you have to go with a smaller diameter seal.

thats not the issue...i have enough room between spings and seals. when i put the seals on properly, they are not sealing. i can pull them back off.
