Yes we can upgrad it but it will be pricey since the turbine wheel and turbine housing would have to be changed out.

So it would break down like this.

$400 to take it down to component level and clean everything this also covers the labor of putting everything back together and triple balancing it.

$350 for the turbine wheel.

$350-600 for the turbine housing depending on what you need.

So figure around $1200 which is cheaper than buying a new but you could probably off load your used 3586HTA for around $1500 and spend another $900 and buy a brand new 3786HTA.
