Throttle hang issue at high RPMs

So recently, when I'm driving relatively fast and I shift, my RPMs stay where they're at and sometimes even rise before returning to where it should be. For example, if I'm in 2nd gear and I shift at 5500, the RPMs rise to a little over 6000 before dropping back to say 5000. From the time the risen RPMs drop to where they should be, it's almost like my car is in nuetral and I'm gaining no speed. I've been told it sounds like my clutch is slipping, but in the past I've had the issue where I tap on the gas and my RPMs shoot up to 8000 and the gas pedal gets stuck down and my car goes into neutral. Only way to fix it is to turn the car of and then back on and then it's fine. It's only happened a few times. So I have reason to believe the whole thing has something to do with my throttle cable. My mechanic told me that many people who put an evo 9 turbo in an evo 8 have this problem where the throttle body gets stuck open and he said putting a spring on it solves this problem. He's now changing his mind and saying it sounds like clutch slipping so I'm really not sure what's wrong or how to fix it. Any input would be greatly appreciated. Thank you.

Does it happen in every gear?

I had this same issue. There is an ECU hack to fix it.

So it has nothing to do with my clutch or throttle cable?

It's just an "evo" thing. Mine does it too, and it's annoying.

Just an evo thing? Meaning there is no solution? Because it's incredibly annoying when I take it to the track because I lose quite a bit of time and power every time I shift.

There is a solution. Like Mclaren F1 2003 said, it's an ECU hack.

Fixed my throttle hang right away.

Yes, but will this also fix the issue with my gas pedal getting stuck? Or is that unrelated?

ECU programming should fix it , make sure you don't have any boost leaks also.
