Urgent help needed!! Engine rebuild gone wrong

I have an evolution iv with rebuilt evo 8 block and evo 7 head something is going wrong cant make over 190kw no matter what i do there are no boost leaks anywhere, my build is on here with all the details did a compression test and it came out 130 120 140 130 this seems below minumum to me are we looking it pistons gapped wrong or leaking out the valves or wrong head gasket or?? this is killing me cant get hold of engine builder at moment ran it in seemed fine and thought was turbo why no boost but went back to std turbo exact same thing 190kw at 22psi whats happened?

Hi guys did a leak down test, its leaking out of exhaust valves so thats not best news my guess engine builder did not bleed lifters probably as they made a shocking ticking when first started it. Any ideas?
