Budget? Are you looking for serious power or just something fun?

Horsepower isn't really the issue with stock blocks, it's the torque that kills them. People tend to stay under 400 tq with stock internals, and that is what you should do for sure.
If you're planning on stock block stock turbo, then:
3" turbo back exhaust
Some 272 cams with springs and retainers
walbro 255lph in tank fuel pump
A tune from a reputable tuner, like TSComp!
3.5 - 4" intercooler kit (preferably short route if you're able to install the small battery)
800-1000cc injectors (are you going to run E85 or 93?)
porting of your exhaust manifold + intake manifold + throttle body

There's not really much else to do. I sorted them out in terms of what would benefit you from most to less. This is also assuming that you have a manual boost control already installed, if not then put that in the list.
This is my opinion obviously.
I believe there was a thread (maybe stickied not sure) that had information of what your first steps for modding should be.

Yes, everybody who just buys an evo asks this question. And they must know how to do it for THEIR car as its different from the others
