Motor Build White Smoke On Startup

I need some help from the evo community! Just did a fresh motor build and brand new 6466 turbo set up. Motor was sent to the machine shop fresh hone and rotating assembly balanced. Assembled by me. I have around 20 miles on it since start up. On a cold startup i am getting alot of white smoke and the car feels like its misfiring until you rev it for a minute and clear it out. After that the car runs fine. Then only a tiny amount of smoke when revving really high. Also have black soot on my bumper above the exhaust.

I am on my old tune so running rich at idle 11-12 Afr but don't think that would be causing white smoke. Another weird thing is my dip stick will pop out if revving high while not even driving.

I was thinking valve stem seals since it smokes alot upon start up only after sitting for a while. I took the valve cover off and looking through the springs they all look intact. Has any one ever had problems with oem stem seals? Running kiggly beehive springs so that shouldn't be a problem. Also verified grey seals are on the intake side and green is on the exhaust side.

Any help is appreciated!

May have found the problem. None of the plugs are wet but looked down all the cylinder holes with my flashlight and #4 has oil sitting on top of the piston. Attached picture of the spark plugs, what 3 of the cylinder look like, and the oil filled one.

What does everyone think? Oil draining down the valve stem seals in #4 or oil ring not sealing? Any way to test with out dissembling the motor?

Leak down test and see where the air is going. My guess is rings.

Will do the leak down test on Wednesday and report back. So if leak down test comes out good then I should look at valve stem seals. Since valves are closed when performing leak down test it wouldn't show air escaping up the valves past the valve stem seals.

Did you not replace plugs on the new engine? Those look terriable for 20 miles.

Why was the engine rebuilt in the first place?

Oil generally doesn't get on top of the pistons like that from valve stem seals. They just don't leak that much really.

You're likely going to be redoing the short block.

You mentioned the afr being 11-12 at idle. Way to rich.

That rich during break in Could wash the cylinders down and the rings didn’t seat well.

The dip stick popping out also indicates a poor ring seal and excessive crank case pressure.

Something is not right and I would address the fueling before moving any further or before the next rebuild.
