Extremely laggy turbo

I would assume/hope so. Last i checked the turbo spun freely. But I can see if my tuner can checked to be sure. I physically didn't check that oil was running through the turbo.

Just pull the oil feed line and see if it has oil that would be the easiest way.

I now let oil pressure build until oil comes out the drain, before buttoning up a car. Juuuust in case.
I doubt it's your problem, but since we're spitballing anyway ..

Any chance the cheap parts store air filter is being restrictive? Or the catch cans could cause this?

I had to swap out my ets filter due to it was starting to crush on previous setup and it was rubbing on the ic pipe

If it's really restrictive yeah .. But that would be pretty extreme and probably obvious. I once saw someone Force an air cleaner so far onto the intake tube, that it was touching the end and not drawing any air LOL
