Audible flutter during acceleration

okay, my car is actin up now. Occasionally, when i accelerate, my car spools to 15psi quickly and then struggles to get to max boost (22psi). There is a very audible fluttering heard when it does this. It doesn't happen all the time, but it happens more than half of the time. I don't think it's a leak in the piping, because when it does actually hit max boost, it holds. Also, t-bolted all the IC pipes, so i dont think it would be that. I do have a new BOV, but i've tweaked it enough to know that it's not that, i also put the stock bov back on, and got the same issue. Does anybody have any ideas? It's not my boost controller, because i tried with the stock boost solenoid and still got the same problem. Could it be a hose, or line somewhere? Possibly my actuator got messed up. any help is appreciated. thanks guys

sorta sounds like a vacuum line somewhere has popped off.

I would suggest BOV, but since you tried with the stock one too with no success I'm really not sure. I don't mean to insult you, but are you sure that you are installing the BOV's correctly? That's the only thing I can think of that will cause your kind of problem. A leak is definately not going to let you hold 22psi.

no insult taken. Yeah, i installed it correctly. I dont think its a leak, because it occasionally does hit 22psi and holds. I'm thinking its the actuator. I just wanna hear if anyone else ever ran into this issue.

checked em, replaced em- all seemed okay.
