Oh, I see, you were calling it by that name. OBDII is not a brand name for that device or anything. What you see on that page is just the standard makeshift pocketlogger that many of us make on our own. In fact, I have that exact same Palm M100 that I bought used off Amazon for $25. I then bought the ODB-II interface (connects hotsync cable to diagnostic port under driver's dash) from Multiplex Engineering (T16-003). The last thing is the software, which we can get free by the name of Palm'n'Stein at the TunerStein website (google it). So, yes, an OBD-II data logger is a great tool for doing your own tuning and monitoring, but you don't necessarily have to buy that kit.

Really?... this whole time I thought it was all software that someone would have to purchase!

I'm pretty sure you can use any Palm Pilot. There are many out there that are far better than the M100, and I know the M100 is nothing special as far as the software is concerned. I just got it because it was the cheapest one possible...

You don't choose a cable. YOu just get the regular hotsync cable that comes with the palm pilot. The thing you choose is the interface - get the T16-003 from the site I mentioned. The interface connects the Palm hotsync cable to the car's diagnostic port.
