Secret way to add back 30-40HP????
I don't think that anyone has unbolted the turbo from the exhaust manifold just yet... So far everyone has been using the stock turbo for modding... I'll ask a friend of mine that is a head tech at Mits down here... When I find out, I'll post it back up on this thread... PROOF is the info needed!!!
Having dealt with a bad turbo kit for one of my cars where the gasket was acually slightly bigger thant the manifold and turbo inlet, I can tell you that it would have burned up and blown out by now. I have blown about 5 of these gaskets on my kit until I finally returned it (this was only 1 item of the bad kit design). What happens is that the restrction creates hot spots, that evetually burn up the gasket from the inside out. So, I take this idea of a gasket being used as a restrictor with a grain of salt.
However, the mitsu gaskets could be different from the sheet metal ones that I had. It could actually be a restrictor plate that would hold up to the temps (like someone already mentioned), but it would have to be one hell of a restriction to cut out 30hp.... no? I think there are much easier and more reliable ways to cut 30hp from a car, such as running it rich.
Anyway, an investigation with a few facts to support one or the other would quickly put this urban legend to rest...

Coupled with rumors of emisions trouble and lack of power on the Evolution this makes perfect sense to me. If the oriface on that gasket is small it could easily steal 30hp. We don't know how small it is. If it was small enough it could steal 271hp! Maybe the tuners know and they will sell you an exhaust for $600 claiming it alone gives the gain in power.

does use sheet metal gaskets, which you won't be able to blow by.
I fail to see how a removing a restriction in the exhaust, before the turbo, is going to increase horsepower. The boost obtained from the turbo is regulated with the waste gate, it is still going to activate at the preset boost, regardless of exhaust volume. Logically, this may actually increase turbo lag. The restriction in the exhaust's path to the turbo may actually increase the exhaust velocity, meaning the turbo may spool-up faster, remove the restriction - same volume, less velocity = longer spool-up time, more lag. I think this is a myth, but I'll try to confirm - I know the trainers that are supposedly the source for this mod - but it makes no sense to me.
