Just going to point out a few things about the kit, which are going to be generalizations on ebay mostly.

Ebay is not known for quality in the long run, unfortunatly. Of course you can get quality on ebay but many of the stores are just dumping cheap chinese crap into the US market. You could probibly put together a kit a much better quality just using parts ordered online. The only part you will have difficulty finding on the cheap are going to be the adapters that the bulbs plug into in order to get power. (The harness foglight harness adapter I guess) But putting together a kit from regular wires, a switch and some quality bulbs would take a little longer, but you will find the quality to be much better. But in answering to your question, you could probibly use that setup, minus the housings obviously, to get yourself some foglights.
