A kinked hose would seem to indicate that you have an aftermarket valve using the stock hose. The kink itself is probably not the problem. What valve are you using?

If you come off the gas while under partial boost and let off the gas slowly, it will cause flutter and surging.

that is what is happening. The bov is FP. there is nothing you can do to stop the surging. if feels like compressor surge. Is that what it is?

Yes, it is. That's what happens with a strong BOV on a car that boosts this much. You just have to learn how to avoid it by doing a full lift of your foot, else you just deal with the surging.

What is FP?

compressor surge and bov flutter are completely different things. Com surge is when the blades in the turbo stall or slow down for whatever reason and bov flutter is the piston in the valve obviousely fluttering up and down. To answer your question com surge will after time damage the turbo.
