BBY I also had the windshield wiper issue and fixed my self by hard soldering the wires to every connector behind that kick panel.
I also found how the water was getting in and fixed that problem as well. They probably hard soldered the wires to just the one white connector behind there that controls the wipers and lights.
Pull the Schematic on the connector previously mentioned and take the connector apart chances are those pins are corroded as well
For all you guys the water gets in though the gromet located on the drivers side inner fender well then runs down the harrness to the connector and corrodes the pins. This normally attacks the wipers and lights but there are about 6 or 7 connectors behind there
Anyone in the NE I will solder all the wires and fix it up for you cheap. No more water getting in my car and no more wild wipers and lights

Find connector C129, take it apart and look for water intrusion. Looking at the wiring diagrams, that is your most likely spot for a problem. It takes VERY little water to cause weird issues like this. C129 is described as Front wiring harness and instrument panel wiring harness connector. And yeah, the horn signal to the relay runs through that connector also. The connector is located behind the drivers kick panel. Should have 2 rows of wires with 25 wires total.
A local had the same problem.

We'll take a look at C129 at the shop tomorrow.
I have the same exact issues, it is becomig a big pain in the a**. every time it rains it starts all over again. Here is a link that shows the harnesses that are getting wet. hope it helps.
