Would I regret a EVO VIII over a IX?
I've had both a 2004 (JDM spec) and 2005 US-Spec Evo VIII, I must say - I just love the looks of the Evo 8. But my friends Evo IX is superior. My goal is to be faster then him.
Once you have had the car for a while and a faster car rolls up on the highway.. you just want more power to blast that grin off his "#¤% face!
You want to be just a little bit faster and start to save weight etc. Do yourself a favor - if you can afford go with the Evo IX RS! Alu roof - 5 speed gearbox, and a hell lot of unwanted stuff. I would, but get the rear spoiler and Evo 8 bodykit (always makes some people upset!)
Likes to play around in winters? Have a car without ABS have saved me a dozens of times on narrow roads! But ABS is to prefer if you spend a lot of time in city traffic and on highway. But it's not too hard to learn to drive without it!

I prefer the all mechanical differentials of the 8. It helps me feel the car better when I'm driving hard at the limit.
Power can be made in either an 8 or 9. Don't let people fool you into thinking the 9 is so superior. In my neck of the woods, 8's are making power just like the 9's with the 9 turbo. The MIVEC is only effective to 6500, the mapping drops off afterwards.
The 9's are a lot more sensitive to knock too. An 8 will tolerate a couple counts of knock before it will pull timing, not the same in a 9.
From what I've been seeing, an 8 with cams and a 9 turbo will make more power than a 9.
The 8's are also lighter because of the lack of ACD (about 50lbs) The lightest Evo is the 04 RS. The heaviest is the 9 MR
