I don't think so. I think that is a seperate unit.

The set of JDM lights that my friend bought new, came with the leveling motors attached.

im pretty sure they do come with them...

 

they come with the leveling motors. plug and play minus the fog lights. you will have to attach the jdm for harness (9006) to the usdm harness (i forget what type off the top off my head) . the level adjustment will work just like it does on the usdm, except that your lights are going to have the opposite beam pattern of the usdm lights. search is your friend.

 

Put it this way, all UK supplied cars from mitsi from the evo 7 onwards come with it. Haven't got a clue on the us versions as you have different spec evos to us.
