you dont really need the headers, i'd just port out the stock one imo. stick with your stock valve, no need for the HKS one. are you talking about the hks cams for evo9? i think you might be confused. look into the gsc s1 or cosworth camshaft, those are like proven for the evo9. also look into a boost control so you can run more boost, and highflow cat would restrict some power, so get a tp.
With the Green I would go with the S2's, people are having great results with them and the FP Green. Only downside is you would have to upgrade the valvetrain.

I Think I'll Stick With The S1, Cant Pay For Any More Upgrades

What's wrong with the Megan O2 housing? A ton of members, including myself are running it with no problems.
Don't need the HKS BOV. The stock BOV works just fine, and less problems than the HKS unit. Cosworth cams are a good choice. Port your stock exhaust manifold and the hotside of the FPGreen when you get it, there are a few choices for porting stock parts on this board. Also you need at least a high flow cat, not necessarily a test pipe.
don't get the hks bov. u also do not need to change your radiator as well as the fuel pressure reg. with the money you have saved on those go get an alchy kit so that you could increase your boost and enjoy the power of the fp green. good luck and update us how things come out

and some new injectors.
Get the FMIC and piping and call it a day..
you'll be at 400 on a dynojet and then save up for a clutch and Meth inj. kit after that..
