You don't know how frantic I was. In a panic I plowed my hand into the bumper cover trying to rip the wire off the horn in desperation. No luck.

I then grabbed my tool kit & when I was about to disconnect the battery I realized the fuse box is right there. Lets just say those few minutes felt like a lifetime.

Apparently this is a common bug with older VIII's. Check it out.

I will take the day off tomorrow and try to solder all the wires. I'll let y'all know what the outcome is. Thanks to all who responded with info.

In the meantime for all of you who haven't had any problems yet a good preventative measure is to silicone the grommet. What grommet? check the link.

I dropped one of those giant 50 cent coins on accident into my steering wheel housing once, where the horn button is kept, and for a while whenever I would turn my steering wheel far enough, the coin would hit the fuses or relays and the horn would go off randomly.

Not only recently did I think of taking the housing off and removing the coin. Oh fun turning moments when people would think I honk at them

I knew it. Glad that post helped you there is a sticky in the Electrical forum.

If you follow that harness up it goes through the inner fender well and out to the fuse box under the hood.

Where that harness goes through the inner fender well there is a rubber grommit. Seal that bad boy up.

It easily accessed by removing the screw and clips to you plastic fender well. You'll see the gromit right in front of you.

mine wasn't random though
i locked my doors and the car beeped and it got stuck on
checked everything and had to end up pulling the fuse
went to mitsu and they scheduled me an appointment a week later
later that night i put the fuse back in and it was fine

Possibly horn relay fuse is bad or the weather somehow got your horn sensor in the steering wheel stuck where it touches the sensor. Try searching for the fuse that the horn is connected with to disable the horn as a short term solution. http://bit.ly/2obFLAv
