Evo's Rust Issues [MEGA MERGE]
Actually dealerships are not required to work on any car, it's up to them, Mitsubishi can not force them to, although they can play the game and take away their rights to be a Mitsubishi Dealership. In most states, the dealer you bought it from is required legally to work on it.
I found this out with my SVT Focus, I had so many problems with that car and there are only 2 SVT Dealerships in Maine, both were over an hour away from me. I called 13 other Ford dealers in two different states, and none would work on my car. Many of the service managers said that Ford would not pay them for work since they weren't SVT dealers. I showed all of them the supplemental owner's manual that said you can get your SVT serviced for warranty or non-warranty work at any Ford, Lincoln, or Mercury dealership. I called SVT customer service directly and was told even the dealer I bought it from can refuse to work on the car and that they can not force any dealership to work on the car. I asked the service managers to call SVT and the regular Ford customer service and they all refused. I had my lawyer call SVT and he was told the same thing.
So the question they ask is probably to see if they are legally required to work on your car or not. Usually if they don't make much money on it, they tell you to bring it to the dealer you bought it from. If you ask me, that's just bad business, why would you ever bring your car back there, they get bad press by you, and you sure aren't gonna buy your next vehicle from them.

when the sun is out go lay down under the rear bumper, look directly over the exhaust where the bumper support beam connects to the main body, u will see an outline of rust, same on the left side.
I've forwarded the info to someone @ Mitsu Corporate, so they should be aware of the problem. Whether or not they do anything about it, that's another story

Mine was fixed at a shop of my choice, paid for by Mitsu. $340 later, the back of my car will never rust again. They fixed the rust, put a coating on that is used on battleships and what-not for chemically counter acting rust as it forms, repainted the body blue, and re-applied rust proofing to the entire area. Unless you get under the car and look around (knowing what it looked like before), you would have no idea the car was ever touched. They did an outstanding job fixing such a little problem.

Did they indicate that DSM knows about this problem and are taking care of it?

The body shop indicated it was probably from dis-similar metal syndrome as mentioned in the big thread on this topic. If by saying "DSM" you mean Mitsu, then yes they are taking care of it. Take your car to a dealer they should get it fixed for you without a hassle. The rust wasn't bad, but I wanted it gone.
They didn't repaint the car or the bumper, just the rear of the body pan where the rust was. It would have been very easy for them to just sand and spray under the bumper mounts, but they did it the right way and just re-shot the lower part of the panel.

I hate to point out that this is wrong. There simply was no paint in this area given the bumper beam was assembled to the unibody prior to the painting process. While the thicker paint didn't get into this area, water did causing rust. This was very obvious in the picture I posted in the larger thread.

My Silver evo is also rusting, see pics here: http://www.freek.com/~dorqus/rust/ I called White Plains Mitsu, and they told me that the district rep will be in the week of Nov. 17th and they will call me in advance to let me know what day he's in. I did not buy it there, but that dealer is 2 miles from my house, instead of 60 where the dealer that I got it at is. I've owned 3 other Mitsu's, and they were all rust free - 1991 Eclipse GSX, 1992 Galant VR4 (#1000/1000) and a 1997 Eclipse GSX. None of them had a drop or rust anywhere on them, now my 2003 Evo which is not even 3 months old has the rust on the bumper, and some under teh hood as well. I think the build quarlity on the evo is **** poor, compared to the 3 other Mitsu's I've owned.
