Do you know how to use a multimeter; or more specifically how to check for continuity between a wire a chassis?
Remove the bulbs from the circuit and check for continuity between the positive wire and chassis ground. If you get any continuity, then you have confirmed a short somewhere. The problem is, if you only have problems when it's wet, you will probably only find the short when it's wet.
You are going to have to trace the short circuit down. Use the diagrams I attached and slowly work your way from the tail light housing to the front of the car checking each connector for continuity between positive and chassis ground. This could take 5 minutes, or half a day.

Thank you! Ill definately have to check those connectors in the rear bumper. When the snow around here gets deep and slushy, the back bumper scoops it all up inside by those clips most likely. This even causes my rear bumper to sag. Am I missing a skid plate of any sort back there?

There is no factory skid plate/underpanel for the rear. You can buy an aftermarket one. It is reported to help aerodynamics at higher speeds and improve fuel economy too.
You might consider spraying water up under there if you want to reproduce the problem for troubleshooting.

This is the answer right here. Trust us, man. I had the exact same issue with right taillight and interior lights going out. If you don't fix those harnesses by the driver kicker panel your problems will only get worse.

See the thing is I did look at that harness and the ones around it. They were fine. I even sealed the hole with duct tape afterwards and dried every clip out just incase with a blow dryer. The last time I threw another 7.5a fuse in there, the tail light faded in an out a bit, smoked for a second and blew the fuse. Wires are still fine, but still..........
Found the short boys! Nice weather came today, followed all of the wiring and.... it was the damn side marker light.(figures it was just that and here I am freaking out) The connection was corroded as hell, the power wire popped out and was grounding out. Fixed, drove it in the rain and no problems.
