difficulty starting

Yeah, the cable between the starter and the battery. Also, make sure you have a good ground to the block and those connections are clean.

You can have great voltage readings but that does not mean the connections will carry current - not in the amount the starter requires anyway.

BTW, my experience is that the battery voltage can drop as low as 9 volts when the battery is cranking the engine.

Agreed check all your cables and make sure they're tight...probably just a loose wire somewhere...or bad ground...this happened to me and that solved it was a bad ground
