help rough idle n sputtering after 3000rpms. ive searched a lot!!!

hey everyone so after putting in new spark plugs in my evo 9 for some odd reason the car has been idling hiring than normal, the vacuum is also a little higher, also wen in neutral if i step on the brake the cars idle drops to almost 300rpms then bounces to 900 rpms, n it fluctuates until i let off the brake, and wen cruising after i hit above 3100rpms the car starts to sputter until i have to press harder on the gas pedal. can anyone help me, ive been seraching all around n have had no luck please any insight would be greatly appreciated.

Did you double check the throttle cable as you might have kinked it or moved it to install the plugs?

sorry charge pipe, intercooler pipes ect. all the pipes connected from throttle body to turbo. Usually when I blow off a pipe it runs like you explain it. I since then upgraded to T-Bolt clamps becuase I have so much pressure going through.
