I bought my evo ix used and found out the hard way that it already had s1's in it by buying a set and installing them, now I have an extra set lol. Anyway I was curious about the tune and the limiter set point, I took it out and revved it to 8k and chickened out still didn't hit the limiter. Would it be safe to say that it probably has a tune?

 

do you have a tactrix cable? if so then pull the tune and check it out and compare it to stock. its not very safe to assume

I wouldnt assume. Now that you know the car has aftermarket cams, a possible previous tune, then I think its probably a good idea to take it in to a shop and have them tune it so you know youll be safe.
