disconnect your rad fan, and keep your heat off.

Could be possible that your coolant temp sensor is bad. If not then the car just needs to be ran hot, it sounds like it's begging for a track day!

Prior to this was any tuning done on your car there is a table for just this in the ECU that I have seen some tuners try to adjust to combat idling issues.

If that value is changed you'll get that code?

Did you go to the emissions test with your SES/CEL on? If thats the case then of course you were going ot fail. If it happened while they had the computer hooked up to your ECU then that's a little suspect.

I ran this through a buddy who's a smog tech and he said more than likely you'll need to replace the thermostat.

^^^Yeah, first change the thermostat and then, if that doesn't fix it, the temperature sensor.

PA is the same way. Car won't pass with the CEL on regardless of the code.

Just go along with what these guys said, Replace the Therostat and the CTS. They're both cheap enough and easy enough to get to that you'll spend more money trying to snake your way around the emissions test...
