Buying used evo/signing over title

depending on the state, you will need a bill of sale, DMV transfer of ownership forms, and whatever else is needed to transfer title to your name.

Bill of sale should be signed regardless of the state requirement or not

basic bill of sale and pretty much what i write when i make bill of sales. make/bring two copies, one for you and one for seller
him signing the title is him releasing interest of the car. you don't sign anything on the title afaik. when you go to register the car you will need the title and possible a bill of sale
i've sold cars without titles before but i would never buy a car without a title. if he doesn't have the title in hand and with no lien on the car, dont buy it

In AR, title has to be signed by both party's. Also the title is used as both the bill of sale and title. I still do a bill of sale on my sales tho.
Most states no not require a notary. You will also have to list purchase price of said car. Some states value tag prices by price paid for car, some go by book value of car. In AR if the car is under 4900 (paid) then tags are 25 bucks. 5k and up go's by a percentage of the paid value.
