TECHNICALLY, Yes, it is possible to pass since they dont look under the car and make sure it is factory. BUT, aftermarket cats dont catalyze the emissions as well as the stock cat will. It will probably cause your emission levels to exceed their allowable limits, thus failing you. So, you are better of having a stock cat for smogging purposes.

Ahh, I see, they call it a "Rally CAT" because it looks like a cat, although it functions as a test pipe. Pretty stealthy actually, now I want one. I can't beleive you passed the sniffer with that, I can barely stand behind my car when it just has a test pipe on it, because of the smell.
