Honestly don't have a ton of experience with that, but I would think to just snag one of those hand crank ones? You don't really need efficiency, you just need it to work.
I just use a grainger siphon pump, it has a long tube and its clear and orangy/reddish color with a long flexy hose to transfer the fuel out. Works great.
The first one I had I left in the drum but over time the plastic seal for the collector tube to the pump body dissolved lol so pumping was a PITA. I now remove the pump after Im finished every time and reseal it.

I just bought my first 5 gallon drum of E98 in Jan and went to the Harbor Freight store (yes they have stores as well) and I bought this hand pump.

Works great and fills a 5 gallon barrel which is then used to put fuel in the car in less than 2 mins. once you crank the pump a few times it starts sucking the fuel automatically without you having to pump anymore. It's cheap enough that you can buy a new one when this one eventually corrodes as it will sooner or later.
