I am a VA state inspector in central va (roanoke), there is no emissions check here, just a visual and a good suspension shakedown.

The key for exhaust stuff is keep it black, or subtle. The cops here are like racoons, they see something shiny and go right after it!

My GSX came from there and it was modded as it gets. Still passed inspection, with no reverse lights lol. VA is pretty easy for inspection, hell my Evo passed in MD who's stricter and it's catless. My only advice is avoid getting into trouble with law enforcement there, they don't play games.
