Has anyone had this problem before? (a/c under constant power)
Last year my ac compressor clutch blew out ruining my whole compressor somehow. Anyways I got it replaces now about 9 months down the road it starts freezing over and shutting off while driving.
I take it in to get checked out and supposedly my a/c compressor constantly has 12v going to it all the time even when I have it cut off in the car. So even though its not blowing in the car my compressor is still running. The mechanic pulled all the fuses that give power to the ac compressor yet it still receives 12v somehow? I'm taking it in tomorrow and they are going to attempt to find the reason why (which could prove costly if it takes them awhile to figure it out)
Also this all started when my power steering randomly started acting up and I looked under the hood (saw it all froze over) Now that my ac compressor is unplugged my power steering will only work under throttle otherwise its all muscle to get it to turn.
Did my compressor problem burn out my power steering pump?

No, but your AC compressor is probably seized up, which is adding drag on the whole system. That'd be my guess anyhow.
I'd really need to look at the wiring diagrams, and I hate electrics, so I'm not going to, but this could be something as simple as a pressure switch, or the system being filled incorrectly.

But since the mechanic pulled all fuses that could give power to the a/c compressor wouldnt that nullify this possibility?

The compressor has a short to power. That can be on the Black/yellow wire, a stuck compressor relay or a short to ground on the Blue/yellow wire.
Most likely thought it will be the Black/yellow wire that has the short to power.
