It makes sense if you want to limp the car to a tuner but you are only doing yourself a disservice by changing the performance of the car via parts and the running it on the stock tune.

I only asked in regards to e people who add mods without tuning, are they de-modding there car and actually making it perform worse. We know its unsafe.

Sigh....the question was will it perform slower than a stock evo, not is it unsafe....

Seems like a random sort of curiosity but I will still contribute. Bottom line is that it depends on the mod. You could do an intake and exhaust and pick up a few whp, and loose a few pounds along the way. In that sense yes the modded car will out perform a stock car.

There are all sorts of mods you can do without a tune as well (bare with me people). You can do weight mods like carbon fiber replacement hood, trunk, anything you can think of. Also you can take out your spare tire, put in a short throw shifter, under hood shifter bushings, clutch, transmission, transfer case etc... If you do all of the stuff above you will have a significant advantage over a stock car.

If the mods are done on a truly stock evo then yes, a stock car will have an advantage. Because in the 100% stock evo tune the timing is extremely low in load cells that an exhaust and intake will push you into. The timing drops to -7 to -10 degrees in upper load cells at peak torque and raises up to about 6 to 8 degrees timing by redline. The timing is so low that you are not going to have an advantage on a 100% factory tune.
