Question/Concern regarding brake pads.

They were powder coated.
I went and tried to bed them in properly based on the information I found on the internet (multiple sources) to the best of my ability while being in a city. It seemed to help a bit.. but not a lot.
My next step is probably having the rotors turned / different pads. I still have the old pads that came off it when I replaced it, there is plenty of material - I replaced them cuz a friend made a suggestion that they had little material left, and me being a car rookie instead of checking for myself, believed them.
In that picture it appears the pad abutments are painted over, they should be removed and then reinstalled after paint, or replaced.
The clearances in a caliper for pads are very important, and it can make the difference of noise or no noise. Caliper NVH is a very very crazy sensitive thing, it also is more common on aluminum and fixed calipers, so that also is not in your favor.
